Open work permit

Post-Graduate Work Permit (PGWP)

An open work permit allowing eligible international graduates to gain Canadian work experience after completing studies.

What is the PGWP?

The Post-Graduate Work Permit (PGWP) is an open work permit issued to eligible graduates of Canadian designated learning institutions.

A PGWP allows graduates to work for almost any employer in Canada and gain valuable Canadian work experience. This experience often plays a key role in qualifying for permanent residence through programs such as Express Entry and Provincial Nominee Programs.

Open work permit

Not tied to a specific employer or job, allowing flexibility in the Canadian labour market.

Length based on studies

Permit length is generally based on the duration of the eligible academic program completed.

Issued once

The PGWP is generally issued only once in a lifetime, making accuracy and timing critical.

PGWP eligibility requirements

To qualify for a PGWP, applicants must meet all program requirements at the time of application.

  • • Completed an eligible full-time program of at least 8 months
  • • Graduated from a designated learning institution (DLI)
  • • Maintained full-time student status during studies (with limited exceptions)
  • • Received written confirmation of program completion
  • • Applied within 180 days of receiving final transcripts or completion letter

Application timing and status

Timing is critical for PGWP applications. Applying too late or after losing status can result in refusal or loss of eligibility.

  • • Applicants may apply from inside or outside Canada
  • • Some graduates may begin working while awaiting a decision if eligible
  • • Study permit validity and program completion dates must align

Important: Not all graduates are eligible to work while waiting for a PGWP decision.

Common PGWP refusal risks

  • • Applying after the 180-day deadline
  • • Ineligible institution or program
  • • Gaps in full-time study without valid exceptions
  • • Incorrect or missing completion documents
  • • Previous PGWP issuance
