Program overview
The Federal Skilled Trades Program (FST) is designed for tradespeople with hands-on experience in eligible skilled trade occupations who wish to become permanent residents of Canada.
Unlike other Express Entry programs, FST places greater emphasis on practical trade experience, trade certification, and job readiness rather than formal academic credentials. Applications are managed through the Express Entry system and remain competitive.
Who the FST program is best suited for
The FST program is generally best suited for individuals working in recognized skilled trades who can demonstrate recent, verifiable work experience.
- • Tradespeople with recent full-time experience in eligible skilled trade occupations
- • Applicants with a Canadian job offer in a skilled trade, or
- • Individuals holding a valid certificate of qualification issued by a Canadian authority
Eligibility requirements
- • At least 2 years of full-time (or equivalent) skilled trade work experience within the last 5 years
- • Experience must fall under eligible skilled trade NOC categories
- • Meet minimum language requirements (CLB thresholds vary by skill area)
- • A valid full-time job offer in Canada OR a certificate of qualification
- • Intention to reside outside the province of Quebec
Job offer vs. certificate of qualification
FST applicants must meet one of two key requirements: a qualifying job offer or a certificate of qualification in their skilled trade.
- • A qualifying job offer must generally be full-time and valid for at least one year
- • A certificate of qualification is issued by a Canadian provincial or territorial authority
- • Trade certification processes vary by province and occupation
Important: Not all foreign trade credentials are recognized in Canada without assessment.
Qualifying trade work experience
IRCC closely reviews whether the claimed work experience matches the official NOC description for the skilled trade. Employer documentation must be clear, detailed, and consistent.
- • Paid, full-time or equivalent part-time employment
- • Duties must substantially match the NOC lead statement
- • Employer reference letters must confirm hours, duties, and duration
- • Self-employment may be excluded or subject to heightened scrutiny
Application process
- 1. Confirm trade eligibility and NOC classification
- 2. Secure a qualifying job offer or certificate of qualification
- 3. Create or update an Express Entry profile
- 4. Receive an Invitation to Apply (ITA)
- 5. Submit a complete permanent residence application
Common refusal or delay risks
- • Job duties not sufficiently matching the trade NOC
- • Weak or unverifiable employer reference letters
- • Language test results below the required CLB level
- • Invalid, expired, or non-genuine job offers
- • Misunderstanding trade certification requirements
