What is BC PNP?
The British Columbia Provincial Nominee Program allows the province to nominate individuals who meet BC’s labour market and economic needs for permanent residence.
A provincial nomination does not grant permanent residence on its own, but it significantly strengthens an application to Immigration, Refugees and Citizenship Canada (IRCC). BC PNP criteria, scoring thresholds, and draw priorities can change based on provincial demand.
BC PNP immigration streams
BC PNP operates through two main streams, each targeting different applicant profiles.
Skills Immigration
For skilled and semi-skilled workers, healthcare professionals, international graduates, and entry-level workers who can support BC employers.
Entrepreneur Immigration
For experienced business owners and senior managers seeking to establish or invest in a business in British Columbia.
Skills Immigration categories
Eligibility depends on occupation, work experience, education, language ability, and employer support in BC.
Skilled Worker
For experienced workers in eligible occupations with a qualifying full-time job offer from a BC employer (where required).
Healthcare Professional
For physicians, nurses, psychiatric nurses, and allied health professionals with eligible employment in BC.
International Graduate
For recent graduates of eligible Canadian post-secondary institutions with a qualifying BC job offer.
Entry-Level & Semi-Skilled
For workers in select industries such as tourism, hospitality, food processing, and long-haul trucking.
Registration, scoring, and invitations
Most Skills Immigration categories require candidates to first register with BC PNP. Registrations are scored based on factors such as job offer wage, location, work experience, education, and language ability.

Express Entry BC (EEBC)
Express Entry BC aligns certain BC PNP categories with the federal Express Entry system.
- • Active Express Entry profile under FSW, CEC, or FST
- • Eligible occupation and BC job offer (where required)
- • Meet provincial and federal eligibility criteria
- • Nomination adds 600 CRS points toward ITA
Note: Not all BC PNP categories are aligned with Express Entry.
